What exactly does this mean?# When joining as a group, more generous level requirements will be used instead of Random Dungeon level requirements so that players of different levels joining together will be eligible for a greater number of dungeons.

That means, for example, that if you're level 43 and your friend is level 50 and you want to go into a random dungeon, whereas normally there might be one dungeon (or maybe even none) for which you both fall into the "recommended" level range, they are widening the level ranges for groups so there will be a few more dungeons that you might get sent to.
