That means, for example, that if you're level 43 and your friend is level 50 and you want to go into a random dungeon, whereas normally there might be one dungeon (or maybe even none) for which you both fall into the "recommended" level range, they are widening the level ranges for groups so there will be a few more dungeons that you might get sent to.
