I think it's bugged, we tried it last night, a friend is lvl 60 and I am lvl 52, we could not queue a random, it's grayed out and says he we too high a level.

At 52 and 60 there's a lot of content appropriate for his level that they wouldn't want to send you into, and as for what's really ideal for level 52, ST? BRD? It's real slim pickings right around there, possibly by design. You may want to just quest a couple levels (there are TONS available... try Felwood or Un'Goro) or do a couple of randoms without him to catch up a little.
