Something to note: the stickies over on the mage forums at worldofwarcraft.com/forums suggest picking up the talent "Slow" in order to get that slowing debuff that works with "Torment of the Weak" on the run.
They even say that its an option for when you are on the move, but if you can stand still to use frostfire or frostbolt instead.

In virtually any raid group, you're going to have other members that have a slowing ability against a boss....including almost any tank, hunter, rogue, etc. Slow, if I'm correct, is more of a PvP stat and not a PvE. Use the talent elsewhere.
