Here's the clue as to why this reasoning is ridiculous on its face: if you run an instance without an enchanter, YOU STILL GET THE ITEMS. If you run an instance without an herbalist, you DON'T get the herbs.
If the game were set up so that anyone could gather herbs, but all they got was "Unidentified Plant", and it took an herbalist to translate them into Goldclover, Lichbloom, etc., then yes, I would totally stand behind making herbalists, miners, skinners, etc. deal with party rolls on the herbs/ore/skins in the instance. As it is, they're fundamentally different situations.
