In the dark days before Liche King Blizzard decided to change Lightning Bolt. Prior to this change it was a 2.5 second cast time, and chain lightning was 3. Eyonix comes into the shaman forums and says (more or less) "great news everyone, elemental shaman are getting a buff! We are making lightning bolt and chain lightning faster and lowering the mana cost. Oh we are also reducing the cast time talent to go from being a full second taken off to be a half second. With the change to lightning overload this will be a buff. Now Lightning overload will happen more often but do 50% damage, so it should be a DPS increase..."The elemental shaman went ballistic. They told him it was a nerf. He asked how and then the math hit like a ton of bricks. The vast majority of the damage elemental shaman got from LB was from the addition of +Spell Damage. This damage was losing 17% of the co-efficient thanks to the new cast time. Having LO lose 17% from that meant it didn't really get enough of a boost to compensate.They point out that it is a pure nerf and a bad one coming in at a time when elemental shaman were already WAY behind other casters.Eventually Blizzard decided to manually change LB and CL's co-efficient to stay as it was so this was actually a small buff. Everything before BC is missing. However, the post summed up what happened pretty well. The shaman got no review that actually used their feedback while other classes got what they wanted and more. Shaman are finally in LK able to CC (notice that CC isn't even used anymore) and got that totem UI promised before TBC. Shaman are in a decent place right now, but it had little to do with having a CM show up in their forums to get feedback and help the community and developers get a dialog.
