I don't know if its just me, but I don't really have an issue with rage starvation, even in 200 heroics in 245/251 gear. It does become a little difficult in situations where I can't open with a talented warbringer charge, giving me 15 rage or so off the bat - think Halls of Reflection opening event. But otherwise, I can pretty much spam cleave all the time, there aren't any situations where I really feel like I have to watch my rage unless I'm off tanking.
