Join the club. You could apply that statment to many other classes *cough* hunter *cough*
They ALWAYS balance too low, then adjust upwards over the course of the expansion, the thinking being that one big nerf followed by a series a small buffs goes down better with players than continual adjusting downwards. No-one likes to be nerfed, so they make you take your medicine in one big gulp and then feed you lots of small spoons of afterwards.
