Heals ARE getting a nerf. We'll have more health to play with, and thus heals will either be more expensive or heal for less total, meaning getting someone back to full quickly won't be easy in PvP or PvE. I think there will be more instances in Cata of DPS running around at half health more often because heals have to be selective about who they heal and about which heals to use.
