You're assuming that Arena is going to be as subject to burst at 85 as it is now. Given that Blizzard has stated multiple times that they don't like the bursty nature of Arena, the last-minute heals from nothing to full, are planning on increasing Stamina for everybody, etc., I don't think this is an accurate assumption to make. If anything, stunlock is likely to finally die as a standard tactic.
