I think that if a debuff must be dispelled or you lose, it will be magic. Everything else will hurt without a doubt but manageable.
Thus, I think that DK diseases and rogue poisons will lose a fair amount of effectiveness. Specific specs will keep them potent but not to the extent they are currently (relative to health). Blizz already announce that DKs will be a bit slower so getting rid of that disease is a bigger deal than it is now.
The deal with the various levels of heals is something I'm not entirely sure about though. I get faster means invariably weaker but I still want it to get my target into a health range that I could cast a greater heal successfully.
