This article seems to gloss over the events in the Arthas novel where Sylvanas personally inspects testing their plague on living and forsaken victims.

Well she was very upfront with the fact that Sylvanas wanted the plague to wipe out life, not just the legion. She just didn't get into the detail of that exact event. There is the implication that she was every bit a part of lying to the rest of the horde about what it was for as well.

If you notice though, the human was a Scarlet Crusade, sometimes I think she just wanted to kill the Scourge and the Crusade that was so set on her peoples destruction.
Maybe Varimathras and his Apothecaries are the ones that added, "And all life" to the goal of the plague.

Bear in mind, the Crusade was started by people she tried to kill. Add a little demonic mind control, and they're still ticked off about it.
