When the Lich King died, it relinquished the control he had over the scourge, hence why Bolvar had to become the new Lich King. During that time wouldn't some of the scourge have regained their senses and be free, meaning they could be recruited to the forsaken? And I have the impression that Bolvar/Lich King is reigning in the scourge, so maybe he will let some of the smarter ones regain their mind and go to the forsaken?
If this is true then the forsaken will have higher numbers, and with the coming conflicts between horde and alliance, I doubt the horde would give up a giant undead army.
