Better the devil you know. This is why Thrall brought The Forsaken into the horde. Make them an ally instead of an enemy. Why have to worry about two groups of undead when you would only have to worry about one. If you bring one group into the horde then you solve that problem.

And from Garrosh's point of view, if you can control and point the Forsaken you've got quite the weapon on your hands and now his Kor'kron are in the Undercity making sure that weapon stays in check.
