Those are your three Mastery bonuses. Any or all of them can be adjusted to balance the spec. My guess is that in general, the first two will be the go-to bonuses for balance tweaks; the third will probably be adjusted only if the spec's benefit from the Mastery stat on gear is way off kilter.
Adjusting the third bonus is dangerous, because that is the one tied to mastery rating on gear. If we make that stat too good, then you might want mastery at the expense of crit or haste and get offended if there isn't tons of mastery on your tier sets.
Adjusting the first two passives, especially the first one, which is just damage for Elemental, is a lot safer. It's not a huge deal if Elemental gets 0.25 % damage per talent point spend and Enhancement gets 0.21 % damage per talent point spent as long as the end result of dps is pretty close.*
* - "pretty close" will be defined by players as "nobody should ever beat me, irrespective of encounter, gear or my own personal button mashing routine." :)

Guess we all better enjoy rated bgs because blizzard decided RMP needed bloodlust.
Hey, I heard on the Internet that more people will read my post if I exaggerate and try to get folks riled up. Does that really work?
We're not killing off Arenas, nor do we regret introducing them. (Rob said in an interview once that we regretted *how* we introduced them. Big difference.)
Part of the problem with how we introduced Arena was we offered extremely powerful rewards that were available relatively easily. Everyone I know participated in Arena at the start of BC. Were they having fun? Several of them weren't. But they figured the had to do it to stay competitive. In fact, in BC the PvP rewards were so easy and required such little time per week to get that they threatened to divert a lot of players from raiding to get epics.
Flash forward to Lich King. We made it harder, in that it took more actual wins, to earn great PvP rewards. At the same time, we made raiding much more accessible. This got a lot of the players who didn't want to participate in Arenas out of there. But it wasn't enough. We still had a lot of players who liked PvP and / or didn't enjoy raiding who still felt like Arenas were there only avenue to great gear. Unfortunately, if they weren't that good, or if they picked a spec that wasn't that good, or they picked a comp that wasn't that good, then they were just spinning their wheels since we no longer offered them great rewards for just losing matches each week.
The idea behind rated BGs is to be able to offer the best PvP rewards through both Arenas or BGs. If you love BGs but don't like Arenas, you can still get great rewards. If you love Arenas, hopefully the experience will be even better for you because the guys who don't like Arenas will be off doing something else. If you like both Arenas and BGs, great, you have more choices in what you do that week. If you like PvP but still lose a lot, yes you're still going to be a season behind the guys who win a lot. We'll reward you gear just for participating, but if you want th best gear, you still need to win.
We figured no matter who was last they were going to feel victimized. You shouldn't try and interpret too much by the order of the previews though. The fact is we're just not as far along on paladins as we are the other classes. We find it easier to work on a few classes at a time rather than say work on one class on Monday then a different class on Tuesday and keep rotating through them. We didn't pick paladin last because we hate them or because they need the most work or the least work or anything. It's pretty much totally random.
We haven't torn up the paladin talent trees in earnest yet, so the preview will likely be heavy on design intent and light on details. One of the changes we'll continue to emphasize with Retribution is trading more defenses for offense. A defensive dps spec just doesn't work really well in WoW.

Vanilla had it's bright spots and great memories for sure. Striving to get that helm from Scholomance (grats to those who got it), downing those big bosses that were hugely intimating (especially for MMO n00bs), and watching people die in circles for hours in Hillsbrad. These were some grand moments and they were undoubtedly fun, but they were also kind of "all or nothing" things that were very frustrating for me and my guildies when they didn't happen as we wanted them to. (/shakes fist at Scholo)
I have found that I played in a bit of a different way in TBC and WotLK by either raiding a lot or playing a lot of alts (sometimes both but not consistently). What is fun for me in the game has changed but has allowed more things to be achievable and therefore I ended up playing more as I was getting more things done. Yes, I also like achievements and have checked off a lot of things from that list.

=/ No more updates on why hunters got shafted, or how engineers will stay profitable in 4.0? No more ammo for anyone is going to put quite a damper on my... ammo sales.
Xevius Apr 12th 2010 11:14PM
That is how engineering has been for a while(profitless(compared to other professions)), I just hope they add interesting engineering things that have not been done yet.
Craig R Apr 12th 2010 11:17PM
You know, because they aren't going to update professions or anything crazy like that.
they've got classes to balance! god forbid they should waste any time changing professions to reflect on those time-consuming class balance sessions.
Eli Apr 12th 2010 11:45PM
Craig: I see what you did there.
I'm not saying they're going to do nothing to update professions, I'm just anxious to see if they'll announce any changes SOON (TM)
jrb Apr 13th 2010 8:54AM
okay. i bit the troll snacks..
i play a hunter, i think the proposed outline of changes actually look great. conversely, i pay for ammo, and think it's over-priced.
so, i couldn't agree with you less.
Zuktaw Apr 13th 2010 9:01PM
@JRB I totally agree with you on the hunter changes...I'm stoked. Of the classes I play, I'm most excited about the hunter changes, followed closely by warrior. I'm pretty bummed out by the druid changes so far, as well as shaman.
From a hunter perspective
/yaye ammo change
I have connections with crafters so ammo is not a real issue for me, but I'm glad I don't need to farm wg when we have it up
I don't do my professions to make money, rather for the utility & stat bonuses they give my toons.

I made most of the gold from guns and engineering pets, which is probably as much as you can make from blacksmithing. You can't make a mint like you can with JC or Inscription or Enchanting, and there aren't leg armor kits like with leatherworking or tailoring.
I think if they decided to add a pair of BoE blue or epic goggles that didn't suck it'd be on par with BS at the start of the expac. The other problem is the complete lack of new BoE patterns since WoTLK launched, but they just don't consider engineering anything more than a personal upgrade and PvP profession.
Elmouth Apr 12th 2010 11:08PM
Its funny how Paladins ALWAYS randomly ends up last on the list, always start the beta with nothing planned and get their talents/spells stitched together without much thought 24hours before release only to be changed again within 24h after said release.
But hey, clearly, this has nothing to do with the dev team not doing their job properly, its just random randomness really.
Maybe they wouldn't "feel victimized" if they didn't always end on the short end of the stick.
BadAndyMk3 Apr 12th 2010 11:16PM
They're saving paladins for last because paladins are going to get all the best buffs.
Or maybe they'll go the way of the Warrior and take two abilities you already have and merge them into one ability.
Like Warrior got Charge+ Thunderclap in one ability, the paladins will get Bubble + Hearth in one ability.
G-stan Apr 12th 2010 11:31PM
Now if they could include a talent point for reducing the cooldown on Hearthing, we could Bubble-Hearth more often. Why the nerfs Blizz, why??
TiM Apr 12th 2010 11:34PM
We all know what's going to happen to pallys. They're going to wrench those precious bubbles away in exchange for more single target DPS. AOE and burst will be nerfed. I wouldn't be surprised if the bubbles became deep holy talents or went away altogether. Prot is going to be kicked squarely in the balls I'm almost certain.
MusedMoose Apr 13th 2010 7:40AM
Pretty amazing, TiM, how you can't even see the sky yet and you're already screaming that it's falling.
Wowcoholic Apr 13th 2010 11:29AM
AoE tanking will be nerfed. I play a prot paladin, and I'll be the first to admit it's OP.
Consecrate will probably change, again. Holy Shield will probably get nerfed, among other things.
BadAndyMk3 Apr 12th 2010 11:18PM
I'm not an engineer, but I want to have a parachute.
Maybe if Blizz owuld remove the engineer-only requirement form some of the toys, the prof woudl be more profitable.
Mattc Apr 12th 2010 11:22PM
And maybe give them some charges to garner some repeat business.
GrumblyStuff Apr 12th 2010 11:39PM
BOE, consumable parachutes? Hell yes!
They could do that to a lot of engineering stuff. Cloaking device, jumper cables (automatic defibrillator: can only be applied to yourself while out of combat. sometimes activates during application...)...
Ok, maybe not as many as I thought but as long as someone more creative than I is in charge of it, could be some neat stuff.
(I still really like the idea of engineering gadgets misfiring with lethal results.)
Eli Apr 12th 2010 11:43PM
No. The parachutes are ours only.

There ya go.
Avan Apr 13th 2010 2:26AM
Sounds like you need a PocketMage! With PocketMage, you can give those dastardly engineers a menacing look on the cliffs without fear! When they drop down with their parachute, you drop down with a quick application of Slow Fall! It's fun for the whole party! As an added bonus, your troublesome engineering rival will promptly be turned into sheep upon your landing!
Coming soon in 2009: PocketPriest! Like our famous PocketMage, you'll have all the benefits of a parachute, and MORE! With our patented Levitate technology, you'll be falling slowly through the air. But wait, there's more! Levitate will also allow you and your party passage over the water--without getting your feet wet! That's not all! Whether you're levitating through the air or on the ground, with PocketPriest you'll always be at the top of your game with your health topped off!*
* WARNING: PocketPriest may have a tendency to cause melted faces. Do not use PocketSPriest near children, Gumbi, cheese pizza, or while falling. Death or other serious injury may occur.
BadAndyMk3 Apr 13th 2010 10:22AM
I'm thinking more along the lines of a BoE parachute that could go into the shirt slot (like the rocket-packs in the Gunship battle).
Charges? Sure, why not? A BoE Parachute that goes in the shirt slot with 5-10 charges.
Or, hey, how about if engineers could make rocket packs?
Or helicopter packs?
Or a set of mechanical wings?
Think of all the devices that could go in the shirt slot that would be fun, frivolous, money makers.
