Personally I don't like Glyph of Horn of Winter. Not only is it useless since you hit that thing every time you got nothing better to do (out of runes & rp), but it also screws up those who don't have it. The game won't let you use the 2 minute version for the runic power you gain from it if the 3 minute version still has more than 2 minutes left.
The best glyph to put there instead would be Glyph of Blood Tap (removes the health cost from the ability). Makes it slightly easier for you to use it to either pop Unbreakable armor or even use it to pestilence if you noticed your blood rune isn't gonna come up soon enough.

It seems like just about every DK is rolling with the glyph these days, so it shouldn't be that much of an issue. Also, are you sure it won't let you use the ability and not apply the buff? I know when I do things with an enhancement shammy it refuses to apply my HoW buff (SoE with Enhancing Totems is better) but it still gives me 10 RP and starts the CD. I would imagine unglyphed vs. glyphed works the same way, but I'll admit I don't know for sure.

I'd imagine changing it to a macro that's something like:
/cancelaura Horn of Winter
/cast Horn of Winter
might solve your problem.

The thing is, the extra min that it leaves the buff on far outweighs the paltry damage that rune tap does. Most of the DK minor glyphs are worthless, so you should have a a slot for this one no problem
