Correct me if I'm wrong, but it seems that we already have a slightly more dynamic method for escaping combat and removing impairments in the form of the Cloak of Shadows and Vanish combination. I have had a great deal of success using these two abilities together or deciding when it is appropriate to use just one or the other. Admittedly, it really can't hurt to just use both each time you use one, but we have this option already. This just seems like the thing you were mentioning as a vanish part 1 and a vanish part 2.
