HfB is GUARANTEED to go away. Blizzard have repeatedly said that they are removing all flat damage boost talents, and I assume Hfb is one of them.
Blizzard is moving all damage controll knobs to the mastery system, and since Hfb was mainly a damage controll knob on a 51pt talent, this makes it even more likely.

It was my understanding that all PASSIVE damage bonuses would be going away, but that talents that you had to use or otherwise changed your rotation would be staying. This keeps HfB safe as it quite obviously changes your rotation. Same with the talents that give passive increases to poison proc rates. This boosts damage, even passively, but it alters the rotation and fighting style of the player, and thus is exempt from being taken out of the game. I could be wrong, but I think they are only talking about removing talents like "Murder" or "Find Weakness" which do nothing to alter the rotation, and simply add passive increases to damage.
