This is a completely different issue from warriors and paladins. In this case, shamans don't heal as well when they don't need to heal as well. When paladins and warriors outgear content, their threat suffers, not their survivability.

Quite frankly, I'm suppressing the urge to call you an idiot for implying that healing meters matter, especially in content that you outgear.
