You seem to have misread it slightly, you get Valor Points from the "Dungeon Finder daily Heroic". Note the word "daily", implying that random heroics will only give you Valor once per day. Non-raiders will probably have lower Valor income, and raiders who hit the weekly Valor cap through raiding will be able to avoid random heroics altogether without loosing out on Valor income.
