My only concern is that apparently nothing has been done about 'ghost' instances. I'd have liked to see some incentive to return to lower tier raids, as it is they've not changed the system at all from the one we have now (well only cosmetically) and so everyone will only be running the higher tier raids and heroics for thier respective badges. I think it's a shame to see content have such a short lifespan.

They could manage this with the raid points. The conversion down from raid to heroic is mentioned but they don't say anything about old raids no longer giving heroic points. If all raids hand out raid points, that's something to get people in there if they're not meeting their weekly cap. On the same note, it's also the incentive to nudge people along for disappearing pug-raids, since this is something brought up by others during the raid discussions. Consider your high end guild is doing Raid X, Y, and Z for top progression right now. Raids Q, R, and S are still there but guild doesn't run them. PUGs will happily raid here and people who are past it can still come along and pick up some points towards their weekly cap (and maybe an odd BIS trinket or what have you).
