Why is the guy walking near the Dalaran Innkeeper in the Dal Sewers not neutral? What is the story with that guy?

I went to turn in a quest, Ajay Green I think is his name, and I accidentally clicked on this guy and he started beating on me. So now I kill him every time I have to turn in the fishing daily.

As far as I know he is the only person in Dal that is not-neutral. I am probably wrong, however.

And there's a matching Sunreaver equivalent in the other side of the Dalaran Underbelly for Alliance players.
