If someone doesn't find the 10man epic enough. There is no reason why (s)he can't do 25 man.So there is no problem to solve really. Anyone who doesn't like 10 man, can do 25 man.Anyone else will prolly not care or agree with your size problem and be fine with doing 10 man.

My friend. There is a finite number of people on a server. That is the problem. Some servers have more raiders than others. If you're on a server like Illidan or Mal'Ganis, I'm sure you'll have plenty of raid groups available. But I suspect, other than the 5-10 heavy raiding population servers, 25 mans will simply die for an inability to find 25 people who want to do them. Maybe on some of the higher servers, you'll still see 1-2 guilds doing 25 man raids. But on any of the medium or low population servers, I doubt it'll be possible to form a single 25 man guild.Oh well. Now I have another excuse to transfer to Proudmoore.

I can't find anybody to let my priest tank heroic 25man LK and that is also a problem.I appreciate your concern that you won't be able to play your way (which, btw i think is unfounded). I really do empathize, but please think about the logical implications. Whenever you can't find 24 other people to play your way, the problem is that your way isn't popular enough. Blizzard shouldn't bribe them to do it (e.g. extra bonus tier.)
