Looking at the subzones, it would seem that the underwater zone of Vashj'ir is pretty big and seems to have at least one (and most likely three) dungeons associated with it. The Battle for Gilneas seems confirmed to be a battleground (as there is info in this file for both The Battle for Gilneas and Gilneas City), so fortunately it will not rob worgens of a capital city. Other zones of note include Tol Barad, the new quest hub in Cataclysm which resembles Wintergrasp meets the Isle of Quel'danas, and Uldum, the long-awaited "Land of the Titans" at the southern end of Tanaris. It's also interesting to note that Grim Batol will finally open up.

During my stay as a GM on a private realm whilst looking for new places for custom instances we found StormwindPrison UNUSED. It is located in Stormwind. It has the same entrance way as the normal Stockades except for that on retail there is no way to get to it because it is gated off. However the unused stormwindprison in comparison to the one available on retail is approximately 3 times as large as it has multiple floors to each hallway. Not sure if the overhaul is going to make all the places listed as UNUSED become like the instance that we found. But it would make sense though as the coding is still there and merely just replaced with new zones. I doubt Blizzard would actually delete all of the places as they currently are now as there has been much work put into them. However to simply move them and make them no longer accessible to players when the new areas are released would seem like a much more viable option as it still allows them to pull coding and whatnot from what they already have to help better the new places

I'm guessing the [Unused] on capitol cities is because they're going to be a seperate entity from their surrounding zone now - since people will actually be in those cities again, Blizzard is taking steps to avoid a repeat of Crystalsong Forest, i.e. the town rendering the connected countryside useless. The towns not listed probably just aren't done yet, or may already be set up that way.

Um, actually, Blizzard said they aren't going to add any new cities, because of the lack of population in Exodar'n Silvermoon. So Kezan's getting buried in rubble, and Gilneas City has been confirmed as a battleground where the two factions try to control the districts of Gilneas.

Seeing all the UNUSED notations in this file is neither surprising nor worrisome. It looks like this file is an unexpurgated version, showing numerous indications of implementation details that will never be seen by players. This file contains many areas that are obviously used only by Blizzard personnel, including Programmer Isle, Designer Island, GM Island, Development Land, etc. It also seems to include areas that were allocated temporarily for development purposes, e.g. "Mage Quarter DELETE ME".
From a software development perspective, there is value in not reusing a subzone number but in assigning new numbers following an implementation change. Note also that many of these changes were almost certainly historical and not a consequence of the Cataclysm development. For example, the capital cities were apparently originally implemented as subzones of the larger zones they are part of and then later the cities were promoted to full zone status with subzones of their own. Under Teldrassil, Darnassus and the areas within the city are all marked as UNUSED (840, 854-859), yet further down in the file (1566-1571, i.e. later in the development sequence) Darnassus reappears with all of its familiar subzones. Corresponding changes are evident for Stormwind, Orgrimmar, and Thunder Bluff. Curiously, many subzones of Ironforge, Exodar, Undercity, and Silvermoon City are absent from this list.
All I'm trying to say is don't be alarmed just because you see something in this file with an odd notation. In many cases there is probably a good explanation and it might not be indicative of something coming in Cataclysm.

I think the UNUSED means that the curent subzonea are not going to be used and ar going to be replaced with the catyclismic, firey, doomey, fisure-tastic, sometimes pleasant and sunny Catyclism revamps
