I would guess that the battle for Gilneas is an event (a la the battle for Undercity) and that twin peaks is the new battleground. (though all chatter is spelled out backwards)

Was just thinking the same thing; it's got the same zones as the city proper, so it doesn't make sense to have a usable capital city that's constantly changing hands. Thinking this is going to be more along the lines of the zone for the Battle for the Undercity quest that follows up on the Wrathgate event.
