Funny story. It turns out the Bloodsail Buccaneers hate Bootybay, NOT the whole of steamwheedle Cartel. I discovered accidentally when doing loremaster in Stonetalon mountains that I could do quests that boost my rep with Rathchet (and thus the rest of the Cartel) and the Dumbsails were none the wiser! If you have any quests you forgot to do in Kalimdore related to the goblins, turn them in for easy peasy rep! Just uhhh, ya know, make sure the Booty Bay Goblins don't sing your praise too loudly...
