I don't know whether it will be king in pvp... but i do know one thing... in every expansion and vanilla frost has always owned at something... leveling (all of them); PVE (vanilla), Arena (BC and Wrath) so i would expect it to continue to own at something in cataclysm and still be the preferred leveling spec.
