How about a new Holy Priest PVP skill called... Guilt.

You make the target(s) feel guilty, decreasing their conviction and reducing damage done by them by X% for Y seconds.

It would also fit with the Western Religion theme of the Holy Priest.

Don't forget its counterpart Shame. You shame the player causing their chance to hit to drop by 30%. This stacks multiplicatively.

5 stacks of shame and the person gets feared, runs into the corner, cuts on them selves (bleed effect!)

Ah . . . I could go on and on and on.
