To maximize DPS. When you see the latency in the casterbar you can "que" the next spell. For example, as an arcane mage, I can cast my next Arcane Blast even though the cast bar and casting animation isn't done.. but it is done and it's hit or missed. It's hard to describe if you haven't used it before. :)
