I agree that every rogue should have their lock picking maxed, hopefully while leveling. I always had a pile of lockboxes (the kind I lifted from unsuspecting/unobservant mobs) bouncing back and forth in the mail between my rogue and my alt rogue. Then, whenever I gained a new level I just went to the nearest mailbox, pulled out 5, and was maxed until the next level.
As far as making money with picking locks, it's great. I've had people tip me 5g to pick some really low lock boxes like iron or something...just looking at that 5g in the trade window thinking, "no way is anything worth 5g in there." I always feel a tinge of....humanity I suppose...and think I should tell them to tip less. But hey, I AM a rogue, and their gold is shiny.

I never take an ounce of gold for unlocking a box. It's my way of introducing a random act of kindness into the game that might someday find its way back to me. 5g is pocket change. Who cares?

Once I figured out lockboxes rarely contained anything useful, I stopped taking tips. Most of the time the item is only good for enchanting mats. I suppose if your rogue is an enchanter, you'd be onto something...unlock the box and disenchant the garbage all at one stop!
