My guild has an app discussion section on our website were raiders and officers can openly discuss an app if we put them on a trial basis.
Sadly, about 75% of the apps we accept to trial get booted either due to not showing up or poor raid awareness. The first reason is easily grounds for removal. Since we are working on HMs, we expect an app to know all 12 fights and the differences between normal and hard (for fights we have on farm). It is a lot to ask for from an app but we don't want to slow down our progression either. At the same time, we are hurting for raiders because "summer" has already kicked in for our college players. Especially with Cata on the horizon some players are already "taking breaks". A double whammie.
Especially on my server, the amount of 'quality' players looking for a guild is just not there.

The problem with keeping around the players that you already know that you want to kick is really mucky though. To start with, your other raiders are going to notice the mistakes or issues that this player has. They are going to know that this person doesn't belong in your guild, and they are either going to talk about them (which can easily spark a load of drama that you don't want) or they'll start thinking that they can act the same way because their spot is just as safe.
Not only that, but it get's tricky for the member you want to remove as well. How long will it be before you have your numbers up again? I doubt anyone knows the answer, so all the while that you are looking for recruits, you end up stringing this guy along without him knowing that he is going to be removed the moment that you get your numbers up. That's just bad form, and it is really insulting to the player as well.
All guild struggle with similar issues during the summer - all of them. I know many world top guilds that still have attendance issues every single summer because people take vacations and breaks and other things. It happens. The best you can do is just doing the best you can do; part of that is not sacrificing the principles of your guild just to snag a warm body.

double edged sword, man. it really bothers me when i hear people say "you must know all the fights". did you always know all the fights? isn't it possible that you are passing up great raiders because they haven't done all the content that you have? isn't is possible that anyone that "knows all the fights" are already in a progression guild and isn't looking for a new one? why not try to groom some new raiders and use your vast experience to educate people instead of just turn them away?
