You have to take diminishing returns into account, and Parry gets HAMMERED by it. It's very rare for a Parry gem to provide more avoidance than a Defense gem of equal strength, especially for DKs. They've improved the ratios since then, but I remember that Paladins used to use a 7:7:2 ratio of Dodge to Defense to Parry.
In modern content, however, it's nothing to be concerned about. There's really not much leeway when it comes to maximizing your time-to-live, and there are are few (are there any?) situations where Avoidance has a particular use (avoiding the debuff Kologarn would put on you is the last I can think of off-hand). When it comes to maximizing your time-to-live there are very few choices in terms of enchants and even fewer with gems, and none of those are comparing Dodge to Defense to Parry.
