For a paladin tank on VD, timing your Divine Plea is part of the fight. you just have to be sensible and ofc with faster waves of adds coming later on there should be no problem then. In heroic as well it's unlikely it will drop off, especially if you're tanking with a druid or a warrior, you'll be mostly just dealing with the abominations and they'll take a while to die, so you're likely to have about 2 on you at all times.
When OTing a boss (Deathwhipser P2, Fester, LK P2+3, BQL, and maybe Putri P2), it's going to be fine if you use Seal of Wisdom. Using Judgement of Wisdom isn't a crime either as more of then then not like 90% of Judgement of Light's healing is over-healing. Mana pots are also pretty cheap if you're full on OTing.
Dropping out Consecration from ye olde 96969 is a good way to conserve mana when single target fighting. Keeping back the 2nd talent point from Spiritual Attunement and using it in Crusade (4th tier Ret) to give from 1 talent point a pretty universal (in ICC) +2% damage.
