This was true back in Vanilla, however they changed the mechanic during TBC. So far as I am aware, the same is still true for all TBC enchants - and the old mechanic still exists for all Vanilla enchants - if they reverted back to the older system for PPM mechanics for WotLK enchants, then I wasn't able to find a post which supported this - though it may just have been that I was only able to find outdated information. If you have any sources which can confirm that the mechanic has been changed back to the old way, I would love to see it.
