I played Aion for 2 weeks when it first came out, and they did this when the servers were first being populated (I don't know if they still do). On their server list they would show the faction balance, which was either 50/50 or 49/51. When one side or the other hit 51 that faction was closed to new characters on that server until it hit 50/50 again and it would reopen. I didn't like it myself as it came off has too high-handed and I was annoyed at not being able to do what I wanted to do, but I guess it served a bigger purpose as far as NCSoft was concerned.
