Think he's referring to items with agility as a stat have a seperate allocation of AP on them.

Agility gives plate DPS critical strike chance; often, AGI/AP pieces prove best-in-slot. It's why many warriors and retribution paladins choose, to offer one notable example, the Ashen Band of Vengeance over the Ashen Band of Might.
