To be fair, the Delfias were underpaid/not paid due to influence/dark magic by Lady Prestor - AKA Onyxia. She convinced Varian not to pay the stonemasons if I recall correctly, and continued the influence over Bolvar. By the time WoW starts, they're a fully-functioning terrorist organization.
