...I think I can count on one hand the number of really useful drops in the HC's, even for a freshly dinged lvl 80. Sure, there are upgrades, but compared to the welfare epics everyone can pick up in a few days time...

Also, you're assuming that at least two people will vote "Yes" right before the boss is down.

The chance is there, but how big is it in reality?
