For frost badges, I'd actually recommend the Belt and Cloak first. Primarily because these will be the biggest upgrades if you haven't been raiding previously. You're likely sporting gear that is still Ulduar-level, while the Chest and Gloves have ToC equivalents you can pick up.

The 264 chest and gloves do not have ToC equivalents unless your doing Heroic ToC

I was talking more about badge gear.You can craft an iLvl 245 chest, or get the tier set for ILvl 232 chest and gloves, all of which are ToC-level gear.For the cloak, the highest non-raid gear you can get is the Valor badge cloak (iLvl 213) or the cloak from normal HoR (iLvl 219). For the belt, you can get a crafted belt or a badge belt, both of which are Ulduar-equivalent (iLvl 226). So, if you're not raiding, then the frost badge cloak and belt are probably your biggest upgrades, since you're stepping up at least two raiding tiers with both upgrades.

OH! I understand now. =( I thought you were saying the frost badge off tier gloves and chest had toc level equivalents. I Just had to read that over again. I get you now.
