19 dodge rating doesn't equate to 10% dodge, not sure what was actually meant here =S.
On the topic, if you're not MTing bosses or even raiding much then the Emblem of Triumph libram will probably suit you better then the Emblem of Frost one as there is no ramp-up time.
The Cataclysmic Chestguard from EoFs isn't as good for Paladins as it is for Warriors, stuff like Consecration, Holy Shield, Avenger's Shield isn't effected by Expertise. The armour however is great and if you're low on defense then it's a good choice. This however is unlikely and the Lightsworn Chestguard is most likely a better choice, also helping you achieve that 2-set bonus earlier which is a better for threat generation then the expertise anyway as you should have 16 expertise with no gear on from talents + Glyph of Vengeance.

He meant 10% more dodge as in 200 dodge up to 219 dodge. 19 is almost 10% of 200.

Wrong.
Expertise is one of the best threat stats for all tanking classes (soft cap {"dodge cap", -6.5%} at 214 expertise rating [26 expertise]; it completely removes dodges from the attack table; hard cap {"parry cap", -14%} at 460 expertise rating [56 expertise]; it completely removes dodges and parries from the attack table) and the Frost emblem chest can almost soft cap a tank in expertise with just this piece of gear. It also has a massive amount of bonus armor. That extra armor (which equals about 100 extra stam for a paladin) = Effective Health which is king in ICC. This chest is better then the Paladin T10 for tanks doing only 10 man content, is considered BiS for melee heavy fights, and is only replaced by the Sanctified version in 25 man content.
All that bonus armor makes this an excellent piece for paladins (and all tanks), and the expertise actually sweetens the pot.

I'm not a huge fan of the stamina stacking trend. I've seen really well geared people with nothing but stam and no threat or avoidence. Having 60k hp does no good if the mobs are hitting your dps instead.
Nothing is better than a well balanced pally tank.

I would go as far as saying that that ramp up time will eat away at any "10% more dodge rating" you would gain from having the 264 libram. Not to mention that there are lots of times in many boss fights that it's possible to go 15 sec. without hitting anything. Professor Putricide immediately comes to mind as does Blood Queen, which means that you'll have to wait another 72 sec. (assuming you use the 96969 rotation and assuming you use ShR first, otherwise it's another 18 sec.) to get it all the way back up to full effect. just saying, sometimes the higher level item isn't always better.

In addition ICC is all about mitigation as the vast, vast majority of damage in the instance that will kill you is physical damage (Marrowgar, Gunship (lol ;P), DBS, Festergut with 3 stacks up, P3 Professor, Princes, with an exception for Sindragosa, LK) and thus armor is very, very valuable - thus the frost badge pieces, which have massive amounts of bonus armor compared to the frost tier or the pieces that drop in ICC, are often BiS for tanks. The crafted Pillars of Might are in many cases complete BiS, beating out even the heroic ICC 25 drops which are a full 13 ilevel above them. The Cataclysmic Chestguard also competes very closely with the 277 tier piece for the same reason.
Additionally, the set bonuses for pally tier10 are largely lacklustre, as the 10% damage increase to HotR really isn't that amazing and the dodge increase from the 4-piece is highly debated but at the moment considered too unpredictable a benefit for fights where being 2-shot will kill you.

Edit: LK is seperate from the Sindra disclaimer above - tons of physical damage for tanks in that fight.
