So is it safe to say be on the blizz store logged or battlenet site logged on to purchase tickets? Or stay hovering on the Blizzcon site?

Yes. They originally had http://us.blizzard.com/store/index.xml show the ticket purchase page if you weren't logged into battle.net. If you logged in beforehand, it would take you to the Blizzard Store homepage instead. Now the actual ticket purchase page has its own address, and I've tested to see whether or not the page will still appear if you are logged in to bnet prior to clicking. It works. DO NOT go to the BlizzCon website to buy your tickets.
First time? A confirmation email will be sent to you after submitting.
Members enter your username and password.
Enter your AOL or AIM screenname and password.
