I was actually more reminded of the 1980s movie "Gotcha" - one scene in it when Jonathan (American) is coming out of East Germany and the woman who is at the checkpoint is giving him a hard time over his papers, so he wants to lodge a complaint. She sends him over to the next window. He goes over there and it's the same woman who had just stepped over and asked him what he wanted.
