I would begin to move the horde from an alliance of convenience to a completely organized (probably federal) nation state, following from that I would merge all the military s into the single horde military. I would then organize the government better and institute limit's on what the individual race's are aloud to do as well as their leadership.

the Warchief would no longer be aloud to choose his successor but would be decided on by vote from some kind of congress.

Then I think that modernization and electrification are vital to success, use goblin technology to update the horde and put us on equal footing with the alliance.

and speaking of the alliance, I would begin to send diplomat's and try to develop strong fortification's and a defence network that would allow us to move troops to wherever they are needed quickly as well as to make it harder for the alliance to penetrate our territories.

Although I would also try to build trade relation's with the alliance and end conflict's such as the Ashenvale one via a treaty over lumbering in the Stonetalon mountain's and Northrend which would allow both side's access to lumber without needing to fight over it.
