I think it is an interesting suggestion. The main point I think is that there should be a penalty for being in melee range but why should it have to be playing with totally different melee abilities or having such an overcrowded toolbar? If you want to make it so that certain abilities or damage potential is not available in melee range for a hunter that is totally achievable with their current toolkit. Even with out the idea of pistols, you could always make it so that ranged damage only achieves its full potential after traveling a certain range like 5 yards. Then you could make whatever utility abilities you think are applicable to melee range while keeping a lookout for balancing issues.
