My understanding is that the dots are going to be unique to each spell. With this in mind I think they are trying to make Fire all about managing dots once they fall off by casting the appropriate fire spell, and if all the dots are up, Hot Streak isn't up, and Arcane Missiles are active to cast that. So basically Fire is going to be even more-so a priority system I think.
