Not very accessible / ooor explanation of the raid lockout changes. Of course you cannot kill the same boss twice in the same lockout.
What is not clear is if you shift from 3/6 cleared in 25man to 10man, are the first three then automatically cleared for you? Or do you need to have someone else clean the first three and then you can join?
i am not seeing the flexibility, other than the ability to change difficulties boss by boss. The ability to have twice the raid ids, if if some of those raid ids where non-guild was a good thing.

If you are in a 25man raid with 20 people and decide to split up to two 10mans, the first three bosses will be automaticly cleared. However, if you want to join an existing raid not saved to your 25man, you will have to wait for them to clear atleast three bosses.

It seems to me that the "new RaidID" thingy will basically mean they are switch from "raidID" to "Boss ID"
You get saved on a "boss by boss basis" instead of "Raid instance".
At least that is how I interpret it.
