Fishing with explosives

The goblin fishing style is a reality. By way of El's Anglin', we've learned that you can indeed fish with dynamite in the World of Warcraft. EZ-Thro Dynamite to be specific. Watch the video embedded above to see it in action. There are some very strange limitations, however.
- Only EZ-Thro Dynamite (of both flavors) works for this. Other Engineering explosives do not!
- You must be between levels 10 and 19 to loot the items blowing up a fishing pool creates, no higher and no lower.
- Despite this level limitation, some of the items that come out of this are Burning Crusade era items such as Jaggal Pearls. Booze makes up most of the other items.

Speaking of goblins, I find it quite peculiar that EZ-Throw Dynamite can blow up fish pools but ( http://www.wowhead.com/item=4598 ) can't.

The weirdness (only level 10-19?) makes me think it's unintentional. Still, stranger things have happened.

That it works makes me think it's intentional.
That it has a weird level requirement makes me think that it wasn't supposed to be implemented on live servers.

I think it probably is intentional. Some level 19 twinks want the fishing boots and i think the hat, so they end up fishing a lot so they can do the STV tournament. They also nearly always use engineering for the goggles and bombs, meaning they're likely to have a lot of explosives lying about. It's probably just a weird little secret bonus thing for them, although it's funny that it hasnt been discovered til now.

I think the level requirement is bug or easter egg.
I mean come on. They had to CODE this stuff into the game right?
"when you use item X 3 boxes appear and you can loot them and they hold fish". I dont see any reason why it would be unintentional. Ok there might be one.. that we actually loot invisible boxes while fishing and fishing pools got HP that can be killed with dynamite or by casting fishing and that does damage to pool and then you loot boxes and..but thats just far fetched even by me..

Valt, there's also a third option: unimplemented quest.
Think about the timing. In 3.1 (when this apparently was added), fishing dailies were added in Dalaran. It's entirely possible that there was a daily where explosives were used to reveal an item. The use of EZ-Throw dynamite could easily be a glitch or oversight (like the explosives that glitched the Lich King Encounter).
This would also explain why the level requirement is odd. Rather than removing the mechanism entirely (especially if you may want to implement it later), you simply make the group able to loot the items (level 10-19) unable to get the quest (level 70-80). If EZ-Throw Dynamite didn't work, this would have remained in the background without anyone ever being the wiser until they implemented "Dwarven Fish Grenades" or equivalent.

under minor changes. "References to dwarven fishing techniques have been uncovered, such as "Fishing Hole Explosion - Causes a fishing hole to explode, scattering fish around the area". Use unknown."
