I agree. It seems stupid to me they would add this functionality to the game and then restrict who you can safely use it on. I wanted to add my guild officers so I could chat with them when playing on the opposite faction. Not happening now. I can only hope others feel the same way, how are they going to react when I tell them no you're not my "real life" friend I can't add you.
