Ogres replicate like bacteria - Binary fission. Those two headed ones? yeah, that's the first stage of a new ogre being made :p It just happens reeally slowly.

Sadly, I think that might be the best explination I've seen. Especially since it covers the lack of female ogres as well

There's an other option, of course.

We've been seeing female ogres the entire time.

Roughly half the ogres you've ssen have been female.
