What Enh Shaman isn't low on expertise right now? 1 cloak in ICC 10 and a ring in 25 have it, but other than that we're pretty much looking at using 5-7 gem slots to cap it. Really hoping Blizz will itemize drops in Cata to change this.

You'll also be able to reforge items to juggle hit/expertise as needed, don't forget.
