IMO the problem with loot Loot Council is, bias. For example lets say your 25 man is down a couple members one night and you bring in a few new and under geared people to fill the slots. Later that night a weapon or piece of armor someone has been after awhile drops but since one of the new people is in worse gear even though he barely ever shows up/gets in a raid its clearly a bigger upgrade for him.
Now everyone knows they're never going to see this guy more than a few times so the item is given to the veteran player. This is a extreme example but where is the line between bigger upgrade vs raid attendence? And in the end it's probably going split people apart.
Not to mention the fact that everyone is slightly bias in who they simply like better.
